New York City Council resolutions for 1981 to 1982
Description
The accession consists primarily (approximately 80 percent) of resolutions (introduced, amended and adopted; in both printed and draft forms), official clippings (i.e. from the "City Record") reporting Council action on resolutions, minutes of City Council committee meetings, committee reports, hearing transcripts, correspondence, memoranda, staff notes, and occasional statements, newspaper clippings, releases, reports and petitions. The material documents involvement of the Mayor’s Office in the process of Council resolutions on a wide variety of matters. Included are recommendations to state and national legislatures to pass particular legislation, similar recommendations or appeals to the United States President urging intervention with Congress of foreign governments on particular issues. Suggestions to city official on the pursuing or reforms or handling of problems, etc. There are several thick files of controversial matters such as exempting private schools from certain taxes, recruiting foreign medical school graduates for municipal hospitals, and requiring deposits on bottles, among other issues, but most folders has little more than the printed resolution. The resolution numbers are consecutive from the beginning of the Council session but there are some gaps (509; 524-530; 544; 631-635; 1007-1027; 1311-1323, and possibly others are missing). There is also some mislabeling and misfiling of introductory bills. Those which were found during accession stage processing were re-labelled, refiled, or returned to the creating office. Since the adopted Resolutions are readily available in published form, research value appears to be limited to hose files containing more than the adopted resolutions (adoption date and action usually are indicated on the file folder) which comes down mainly to those which were “killed” by committee action or which were controversial enough to generate much paper activity.
