Accession consists of bills, audit reports, transactions between various departments, petitions and contracts, and other franchise matters. The Bureau of Franchises was headed by Harry P. Nichols, Assistant Engineer, who reported to the Board of Estimate on petitions for bus franchises, street railways, and revocable consents for uses of street and kindred matters. He was also involved in talks concerning the Staten Island Ferry Terminal. Arrangement of materials is chronological.
