This accession contains local law files kept by Reuben A. Lazarus. Lazarus served as Assistant to the President of the City Council from 1938-1943, Counsel to the Board of Statutory Consolidation from 1936-1946, Special Legislative Representative of the City of New York from 1939-1946, and Assistant to the Mayor from 1944-1946. Cleaners and Dyers: Proposal to license cleaners and dyers, 1940; 4. Civil List: Proposal to change manner and time of publishing the Civil List of the employees of New York City, 1940; 5. Emergency defense: Material gathered together for the writing of laws needed for civilian defense, 1941; 6. Inhalation therapy: Proposal to regulate those who purvey and administer oxygen and other gases for therapeutic purposes, 1942-1943; 7. Inflammatory oils: Proposal to authorize the storage of inflammable and volatile oils in schools, 1941 8. Neon signs: Proposal to regulate outdoor neon signs, 1940; 9. New York City real estate: Proposal to amend regulations governing the sale of real estate owned by New York City, 1940; 10. Peddlers, itinerant: Proposal to amend the regulations and laws that concern the itinerant peddlers, 1940; 11. Police pensions: Proposal to amend regulations governing the police fund so as to allow an increase of the pension allowance of certain members of the fund, 1940-1941; 12. Second-hand dealers: Proposal for additional regulations on second-hand dealers, 1940; 13. Sheriff and register reorganization: Regarding legislation that was necessary to carry out the mandate of the voters who, by referendum at the election of 1941, approved the idea of reorganization of the Office of Sheriff and the Office of the Register, 1941; 14. Signs on buildings: Proposal to amend some of the regulations pertaining to signs on the roofs of buildings or hanging signs placed at right angles to the side of the buildings of high parapets, which constituted a hazard to firemen, 1940.
