Description

Originally a division of the New York City Human Resources Administration, the Office for Homeless and Single Room Occupancy Housing Services was established in 1986. It then became the Department of Homeless Services in 1993 when it was became a separate New York City agency. One of the agency's functions was to provide temporary emergency shelter for eligible homeless people in partnership with public and private agencies. Muzzy Rosenblatt served as the Chief of Staff to the Commissioner of the Department of Homeless Services, Joan Malin, from 1994-1996. Rosenblatt became the First Deputy Commissioner in 1996. The accession consists of correspondence, memoranda, notes, reports, printed material, and incident reports. The correspondence is intra-office, with the heads of other agencies, and with public and private social service agencies. The incident reports indicated disruptive incidents in homeless shelters on a standard form. Material from Rosenblatt's tenure as Chief of Staff from 1993-1996 were kept for reference.
