Description
The Office of African American and Caribbean Affairs was established in 1990 by Mayor David N. Dinkins to serve the public and private interests of the African American and Caribbean communities. Joseph Placide was appointed director in 1992. The accession consists of correspondence, memoranda, notes, reports, clippings, and printed material. The material was used by the director and his predecessors, Edward J. Lewis and Hulbert James, to document their involvement in the activities and issues of the communities and for administrative purposes. Before the formal establishment of this office, Special Advisor to the Mayor James H. Harding, working with the Office of Minority Affairs, had similar responsibilities in the Koch and early Dinkins Administrations. Some of his material was retained for reference.
