Scope and Contents
The Civilian Defense Volunteer Office (CDVO), formed in October 1941, was an official agency of the New York City War Council. It was opened for precisely four years, closing in October 1945. The CDVO also operated as the Official “Salvage” Coordinator for the War Production Board. Grover A. Whalen was appointed by Mayor La Guardia to serve as the CDVO’s chairman during the war years, 1941-1945. The office was overseen by its working chairman, James G. Blaine, and vice-chairman, Mrs. Winthrop W. Aldrich.
The CDVO operated 65 branch offices and five borough offices, consolidating the efforts of over 720,000 volunteers during the four year period. The CDVO was responsible for volunteer recruitment, civilian defense training programs, child care programs, salvage centers, healthcare administration and job training development. During its four year tenure, the CDVO raised over $36,038,035 in war bond sales and $1,700,000 for the New York National War Fund. The series contains correspondence, reports, pamphlets, brochures and forms for record management.
