American Society of Civil Engineers (ASCE), 1940-1945

Scope and Contents

The American Society of Civil Engineers (ASCE) provided the National Committee on Civilian Protection and the National Committee on Protective Construction with recommendations on building ideas for use in the defense effort. This series consists of building code studies, shelter construction materials, reports, correspondence and pamphlets regarding the role of building construction and maintenance for wartime protection. Walter D. Binger headed the Committees as National Chairman and Ernest P. Goodrich as National Vice Chairman in 1941. The two men switched positions in 1942, remaining there for the remainder of the war. The Committees advised the Secretary of War and were sanctioned by him to produce materials for wartime consideration.
