Scope and Contents

This series of subject files documents some of the concerns and activities of the Board of Education during the period that Harold Hay served as Secretary of the Board. Although a few earlier documents are included in the files, the materials are almost exclusively from 1958-1966, the years that Hay held that position. Among the topics of significance are the construction of new school buildings, selection of school sites, plans for racial integration of schools, labor relations and collective bargaining, school finance, and policies on school prayer. Materials include memoranda, reports, minutes, and correspondence with board members and other officials.
